Despite being American-born, he's in the Canadian Football Hall of Fame and was named Canada's top athlete of the 20th century in several polls.
The verdict
One of the greatest quarterbacks in Canadian football history, he led the Ottawa Rough Riders to three Grey Cup championships and became the only three-time winner of the CFL's Most Outstanding Player award. After retiring as a player, he stayed in Ottawa and continued to champion Canadian football until his passing in 2024. Canada claimed him as one of its own, even though he was born south of the border.
